Kilz Over Stain & Varnish To Avoid Sanding?

I will be getting a hutch that has already been stained and varnished a color that does not match my furniture. I really don't want to sand it down if I don't have to. Can I use Kilz primer over the varnish & stain, then repaint it? Or will I have to sand it down?
