Why did Jefferson Davis get treason but not the generals like Lee?

At that time the people still believed in states rights and military people like General Robert E. Lee felt that their loyalty was with their state . Lee went home and took command of the army of Virginia. Each state had more control over how the state was managed and the Federal Government control over the states was very limited but President Lincoln took steps to change that and to-day the government has almost complete control over the states. One reason that the southern officers were not punished was that many of the officers on both sides were friends before the war and remained friends after it was over.
